3. US/China Relations "Debate" - Prep

A. Meet with students who have chosen the same option (1-4)
B. Craft an opening statement which does the following (each part must be delivered by a different student:

  • Main Point: Communicates the main belief/POV of your option
  • Policies: Give examples of three policies that your option would support
  • Core Beliefs: Expresses 2 core beliefs of your option
  • Lessons from History: Gives at least one historical example in support of your option
C. Understand what your option would say about how the US should feel about the following issues (at least one student should be an expert on each topic):
  • Trade Issues
  • Human Rights
  • Security/Military
  • Taiwan
  • China's Growing Power/Strength

US Perspective – the US wants:

o   Free trade
o   Low tariffs – in China
o   Open markets for foreign products
o   Protection of intellectual property rights/laws
o   Reduction of Chinese subsidies for Chinese companies
o   Believes China violates WTO rules
·      
     Chinese Perspective - China wants:
o   A more restrictive trade policy (more control over prices and products)
o   Higher tariffs on foreign products 
o   Joined WTO in 2001 – becoming more open and cooperative
o   Believes the US also violates WTO rules

Human Rights

·      US Perspective – the US concerns
o   Tibet - human rights abuses by China against Tibetans
o   Treatment of political prisoners and religious minorities
o   One-child policy
o   Treatment of workers
o   Censorship of the media
o   Freedom of speech
o   US values freedoms and political participation

·      China’s Perspective – Chinese concerns
o   Treatment of civilians in Iraq and Afghanistan (millions of dead civilians)

o   China’s growing military (troops and budget)
o   China is 4th largest nuclear weapons possessor
o   China’s growing Navy and presence in South China Sea (Spratly Islands)

   Chinese Perspective – Concerned about
o   US influence on nations that border China (Japan, Vietnam, Philippines, South Korea)
o   US is largest military in the world
o   Maintaining power in South China Sea (US challenges to "new islands)
o   Impact of terrorism and dissents inside China (tens of thousands of rebellions every year)

Taiwan

·      US Perspective
o   Recognizes Taiwan as officially part of China (One-China policy)
o   Is an economic and security partner with Taiwan
o   Wants peace and stability between Taiwan and China (US is the "middle-man")
·      
   Chinese Perspective
o   Wants Taiwan to rejoin China (One-China)
o   Sees independent Taiwan as a threat
o   Is suspicious of US support of Taiwan

China’s Role in the World

·      US Perspective
o   Weary about China’s growing power and influence
o   Wants a more cooperative relationship with China

   Chinese Perspective
o   Is happy about its growing influence and power
o   Wants to expand its influence beyond Asia – like Africa
o   Wants to be more cooperative 
o   Wants to have more of a say in international issues – especially economic.
